Scott Payne, PhD, PG

Company President

Scott is a hydrogeologist, hydrologist, college professor, and group facilitator. His experience includes water resource planning, watershed assessment, environmental permitting, water supply evaluation and development, Superfund technical assistance, and numerical groundwater modeling. Scott is the author of Strategies for Accelerating Cleanup at Toxic Waste Sites published by CRC Press and marketed internationally.  Scott is a registered professional geologist in Wyoming and California.

Jeff Ruffner, PE

Principal Mechanical Engineer

Jeff is a seasoned engineer/executive with more than thirty-three years of experience in engineering, program/project management, engineering management, and corporate Management.  Jeff has served in leadership roles in both the private and public sectors.  He has provided engineering and project management services in the nuclear fuel processing, semi-conductor, power generation, environmental technology, national defense, aviation tooling, and engineering market sectors.  He is a licensed Professional Engineer experienced in the complete engineering project cycle including concept development, feasibility study, design, analysis, document development, construction oversight and start-up of a wide variety of process and facility systems.

Lewis Burton, PE

Civil and Water Resource Engineer

Lew is a civil and environmental engineer who has completed hundreds of planning, design, and construction management projects including water systems, mechanical systems, pipelines, subdivisions, commercial developments, waste disposal systems, and public water systems. Lew is responsible for leading design and permitting of many high-end residential and commercial developments in Southwestern Montana. His water resource projects include stream channel rehabilitation projects, erosion control, irrigation diversion structures, mine reclamation, and drainage management. In his 45 year career, Lew’s duties have ranged from managing the entire USDA Soil Conservation Service engineering program in the State of Alaska to being the principal and owner of two civil engineering firms.

Ian Magruder, MS

Vice President & Senior Hydrogeologist

Ian is a professional hydrogeologist, geologist, and environmental consultant. Ian has extensive experience working on toxic and hazardous waste characterization, cleanup, and Brownfields redevelopment.  Ian has an extensive background in modeling and formerly studied under one of the industry’s leading authors of applied groundwater modeling techniques. Ian has worked on permitting and subdivision review consultation for a variety of commercial, residential, and industrial developments in Montana. He has worked with municipal and industrial interests on wastewater discharge permitting and TMDL compliance.
